The electrical plug going into the fan motor is the problem. Wiggle it and it starts working. Easy fix, under the glove box is a plastic cover, held in place by (2) plastic plug pins. My understanding is that the RECIRC button reduces the amount of outside air that is brought into the cabin. It does not eliminate the outside air coming into the cabin.
